The Macedonian People’s Assembly Established On The 31st Of December 2018, Adopted The Historical 1st Of January Decrees


PROCLAMATION

The National Assembly of the Republic of Macedonia was formed on December 31, 2018, at the first session at which it adopted the proclamation of formation and adopted the first and historic January 1st decrees and is preparing the Second Session of the National Assembly which will soon be held in the free Republic of Macedonia, in the following days, weeks, months and as a result and fruit of the general Macedonian resistance and defiance towards its deletion from the family of the world’s state-forming nations.

The National Assembly, drawing its legitimacy from the stolen Macedonian patriotic electoral vote, from the massive two-year protests, boycotts, blockades, petitions, legal and international initiatives in Macedonia and around the world, as well as from the massively destroyed treasonous referendum of September 30, 2018, expects in the coming days and weeks a rapid collapse of the illegitimate authorities, unsupported neither by their own people nor by the international community, with the exception of a few also illegitimate representatives of the war-mongering global fascism. But in the event of a continued lack of virtue for an electoral democratic check on the electorally unverified and unapproved actions of the illegitimate Junta and continued dictatorial rule with the use of force by a handful of mercenaries, the National Assembly has prepared an institutional and legal framework for the long-term provision of Macedonian state continuity in the coming months and years, with the powerless knitting sweaters, socks and collecting food for the strong fighters and defenders of Macedonia through partisan and committee detachments in the global revolution together with all fraternal freedom-loving peoples against the world’s anti-people and corrupt war-mongering elites.

To this end, we inform you that bodies have been formed, a temporary presidium of the National Assembly of 5 members composed of the chairmen of the committees – top professionals in their fields – and which will be supplemented by up to 9 members (with a possible change in the composition of the current 5 members) as well as appointed chairmen of the committees for the constitution, defense, economic affairs, international relations and justice. Proposals for candidates for the composition of the Transitional Technical Government have also been requested and are being considered.

Macedonian people, as of today, power is returned to your hands, the legal, constitutional and institutional continuity of the Republic of Macedonia as your state has been ensured, and all decisions from April 27, 2017 to date, including any future ones of the illegitimate institutions, are declared invalid. Support your people’s institutions by boycotting the illegitimate occupation puppets and by placing yourself under the authority of the people’s government as an individual, as a professional and through membership in Macedonian parties, organizations, movements, clubs, associations that are on the fringes of the struggle for the survival and preservation of the statehood of the Macedonian People in these primordial spaces.

The National Assembly hereby announces the return of power to the people and the seizure of legislative and executive power from the illegitimate and externally appointed occupation assembly and government and begins the struggle to preserve Macedonia by adopting and publishing the following decrees (given in full below):

Decree No. 1. Adoption of the composition and working bodies, rules of procedure, work program and agenda of the First Session of the National Assembly (PUBLIC DOCUMENT)

Decree No. 1.

Adoption of the composition and working bodies, rules of procedure, work program and agenda of the First Session of the National Assembly.

The National Assembly of the Republic of Macedonia on December 31st proclaims its formation and establishes the following governing and working bodies:

A Provisional Presidium of 5 members, which will be expanded (and/or changed) to 9 members at the next session when the President of the Presidium of the National Assembly of the Republic of Macedonia is elected.

Commissions (constitutional, economic, political, international, defense, social, health, agricultural, tourism, technology and informatics, youth)
Agenda of the Second Session of the National Assembly of the Republic of Macedonia

Proclamation of the National Assembly
Adoption of the January 1st Executive Decrees on the seizure of power from the illegitimate assembly and government.
Adoption of the basic and fundamental principles of Macedonian Statehood (see document basic and fundamental principles)
Adoption of the program of the Technical Transitional Government and proposals for its composition (see document program of the technical government of the National Assembly)
Consideration of the Constitution proposed by the Constitutional Commission (to be submitted)
The decree enters into force immediately. Failure to comply entails criminal liability under the current Constitution and the laws of the Republic of Macedonia.

National Assembly of the Republic of Macedonia

Decree No. 2.

Informing the President of the Republic about the convened First Session of the National Assembly and the subsequent assumption of legislative power by the National Assembly until new elections.

The National Assembly of the Republic of Macedonia calls on the President of the Republic of Macedonia, Gjorge Ivanov, to:

End the violation of the constitution by the illegitimate assembly and, based on the guarantee, dissolve the assembly and the government.

Initiate the process for the continuation of membership in the UN under the constitutional name, the Republic of Macedonia

Declare a state of emergency and secure the borders, cities and settlements in the Republic of Macedonia in accordance with Decree No. 4 of the National Assembly on the formation of the People’s Liberation Forces of the Republic of Macedonia from volunteer detachments and from the Security Forces of the Republic of Macedonia: the Army of the Republic of Macedonia, the Units of the Ministry of Internal Affairs and the reserve forces.

Work on the announcement and holding of democratic elections together with the Transitional Technical Government in accordance with Decree No. 6 of the National Assembly on the formation of the Transitional Technical Government of the Republic of Macedonia, which will assume executive power and within 6 months will organize democratic elections in the Republic of Macedonia.
The National Assembly, with Decree No. 8, has placed all state and public institutions of the Republic of Macedonia under its authority and, with the Transitional Technical Government, will ensure continuity in the functioning of the state in all its spheres and powers.
The Decree shall enter into force immediately. Failure to comply shall entail criminal liability in accordance with the current Constitution and the laws of the Republic of Macedonia.

Decree No. 5.

Informing International Factors about the Takeover of Legislative Power by the National Assembly and the Executive Power by the Technical Government and placing under control all Macedonian state bodies, agencies, institutions, administration from municipal to national level.

The National Assembly of the Republic of Macedonia hereby informs all international factors, organizations, associations and all UN member states that as of January 1, 2019, it is taking over the legislative and executive power in the Republic of Macedonia from the illegitimate and externally appointed puppet and occupying Government and Assembly and returning it back to the people until the next democratic elections within 6 months.

Their illegal, anti-constitutional, anti-democratic actions have been documented and challenged and are in procedures before the Constitutional Court and the Public Prosecutor’s Office of the Republic of Macedonia and the Basic Public Prosecutor’s Office – Skopje.

The National Assembly is recognized as the only legitimate institution by the President of the Republic of Macedonia, Gjorge Ivanov.

The National Assembly, with Decree No. 4, formed the People’s Liberation Forces of the Republic of Macedonia from volunteer detachments and the Security Forces of the Republic of Macedonia: the Army of the Republic of Macedonia, the Units of the Ministry of Internal Affairs and the reserve forces.

The National Assembly, with Decree No. 8, placed all state and public institutions of the Republic of Macedonia under its authority.

The National Assembly, with Decree No. 6, formed the Transitional Technical Government, which will assume executive power and organize democratic elections in the Republic of Macedonia within 6 months.

Decree No. 8.

Informing about the assumption of legislative power by the National Assembly and the executive power by the Technical Government and placing under control all Macedonian state bodies, agencies, institutions, administration from municipal to national level.

The National Assembly of the Republic of Macedonia informs the Macedonian people, citizens and all institutions of the Republic of Macedonia that it assumes responsibility for Macedonia from the illegitimate and externally appointed puppet and occupying government and assembly and calls:

Place yourselves under the authority of the National Assembly in defense and security from the criminal, legally unfounded and illegal destruction of the constitutional order of the Republic of Macedonia. Any participation and provision of administrative support to the work of the illegitimate, putschist parliament will be considered complicity in the anti-constitutional violent acts in the Assembly and will be severely punished according to the laws of the Republic of Macedonia

Their illegal, anti-constitutional, anti-democratic actions have been documented and are being challenged and are in procedures before the Constitutional Court and the Public Prosecutor’s Office of the Republic of Macedonia and the Basic Public Prosecutor’s Office – Skopje.

The support that is knowingly or unknowingly given by citizens and companies who thereby become accomplices in the criminal activity of the illegitimate self-proclaimed government that has no support from the Macedonian people or from outside, except for a few also illegitimate representatives of global warmongering fascism, is also being documented. Brothers and sisters, fellow citizens, do not allow your families, surnames to enter the black Macedonian history due to the support of unelected, illegitimate, self-proclaimed authorities. Do not allow, after the fall of the Quisling Junta, you to be the ones who, together with them, will unnecessarily pay their heavy bills for the attempt to overthrow the constitutional order of the Republic of Macedonia.

The decree enters into force immediately. Failure to comply entails criminal liability according to the current constitution and laws of the Republic of Macedonia.
